Most countries in the past criminalized dealing with cryptocurrencies as a means of payment or even possessing them by individuals and companies, such as Vietnam and others.

But they are surprised by a large number of their citizens holding digital assets, which forces them to accept it, then resort to regulating it, and finally to accepting and possessing it.
