(1) Information society services, especially intermediary services, have become an important part of the Union's economy and the daily lives of its citizens. After twenty years of applying the current legal framework for these services, as laid down in Directive 2000/31/EC of the European Parliament and the Council ("), new and innovative business models and services, such as social networks and online platforms that allow consumers to enter into contracts remotely with traders, have enabled business users and consumers to exchange information, access it, and conduct transactions in innovative ways. The majority of EU citizens use these services on a daily basis. However, digital transformation and the increasing use of these services have also led to new risks and challenges for individual beneficiaries of the relevant service, businesses, and society as a whole.
