The bill, led by Congressman Tom Emmer and Ritchie Torres, explicitly does not impose 'money transmission business' registration requirements on non-custodial software developers and infrastructure providers. The statement emphasizes that open-source developers fundamentally differ from traditional financial institutions, and this amendment is a foundational policy safeguard for protecting DeFi innovation. The House is expected to revise the relevant bill next week.
