The Telecommunications Department under the Ministry of Information and Communications has just sent a document to telecommunications companies, requesting the implementation of measures to prevent the operation of the messaging platform Telegram in Vietnam. This request was made based on a proposal from the Ministry of Public Security. Telecommunications companies must report results and implementation solutions to the Telecommunications Department before June 2.

According to data from the functional units of the Ministry of Public Security, about 68% of channels and groups on Telegram operating in Vietnam are assessed to have harmful content, with many groups attracting tens of thousands of members. These groups are said to engage in the dissemination of documents violating the law. Additionally, many scams have been recorded with the total amount embezzled exceeding 1 trillion VND, along with more than 13,000 victims. There is also information suggesting that data of approximately 23 million Vietnamese users have been sold through this platform.

The authorities cite Article 9 of the Telecommunications Law, which strictly prohibits the exploitation of telecommunications activities to infringe on national security and social order. Telecommunications companies, in this case, are obliged to implement technical measures to prevent violating services.

According to Decree 147/2024 of the Government on managing cross-border service provision activities, platforms like Telegram are responsible for complying with Vietnamese law when serving domestic users. This includes checking and removing violating content when requested by competent authorities. However, according to the Telecommunications Department, Telegram is currently not following notification procedures and is not cooperating in the violation handling process.

Globally, Telegram has been assessed by the International Criminal Police Organization (Interpol) as one of the most 'uncooperative' platforms with authorities. At least 8 countries, including Spain, Pakistan, China, and Indonesia, have previously implemented restrictions or blocked this application due to security concerns. Russia – the country where Telegram was founded – also previously blocked the application in 2018 after the platform was accused of being used by terrorist organizations.
