The upgrade introduced EIP-7702, enabling 'gasless' transactions for stablecoins like USDC, reducing average fees to $0.168 ($0.49-$0.832 Gwei), while Layer-2 solutions like Base dropped to as low as $0.01, with transaction times around 30 seconds, and Layer-2 reduced to 1-5 seconds. Sui utilizes parallel processing and a memory-less pool design, with transaction fees only between $0.0001 and $0.001, and confirmation times of 0.4-0.8 seconds, making it suitable for high-frequency microtransactions, far surpassing Ethereum's mainnet performance. Nevertheless, Ethereum attracts institutional funds due to its 'trillion-dollar security plan' and mature ecosystem, while Layer-2 expansions alleviate fee pressures. However, SEC regulations and ETF fund outflows ($55 million) bring uncertainty.
