The proposal suggests clearly defining the 'fork focus' strategic direction (such as scalability, developer experience, etc.) before each hard fork, and evaluating functional proposals through standardized templates that require clear explanations of technical value, risks, and community impact. The new process adopts a two-stage review: early community discussion and later testnet validation, with each upgrade advancing only 1-2 core functions to avoid resource dispersion. For controversial cases like EOF, it is stipulated that rejected proposals cannot be resubmitted in any other form in the same cycle. The scheme also proposes the establishment of a formal working group mechanism for regular strategic assessments of long-term development projects. The reform aims to enhance decision-making transparency, balance development efficiency with community consensus, and is expected to significantly improve the governance model of Ethereum upgrades.
