The Modern Rewards and Violations Enforcement Act, or the MEME Act, is a legislative proposal introduced in 2025 to prevent federal officials from profiting from digital assets such as meme coins. It was introduced in the House of Representatives by Congressman Sam Liccardo (Democrat from California), and in the Senate by Senator Chris Murphy (Democrat from Connecticut).
Purpose and Scope
The MEME Act aims to prevent the President, Vice President, members of Congress, senior executive officials, and their immediate family members from:
Issuing, sponsoring, or endorsing any securities, commodities, or digital assets, including meme coins.
Promoting or engaging in activities that may lead to personal financial gains from these assets.
Violations will be subject to criminal and civil penalties.
