#MEMEAct The Law on Modern Income and Abuse, or the MEME Act, is a legislative initiative introduced in early 2025 by Representative Sam Liccardo (Democrat from California) and Senator Chris Murphy (Democrat from Connecticut). The bill aims to prohibit presidents, vice presidents, members of Congress, senior officials of the U.S. executive branch, and their immediate family members from issuing, sponsoring, or promoting financial instruments such as securities, commodities, and digital assets—including meme cryptocurrencies and stablecoins—for personal financial gain.
