- Relay nodes generate a transaction inclusion list (rILs) from the memory pool, mandating the inclusion of specified transactions in blocks.

- Validators can choose whether to comply, maintaining network flexibility.

- As a transitional solution to EIP-7805 (FOCIL), it can be smoothly upgraded in the future.
