I believe it is our legal obligation as a regulator to be extremely cautious with potential changes of this magnitude, which have historically only been implemented to address true market crises. While it is true that there are areas for improvement in our markets, I am interested in knowing if the changes being discussed today would solve any specific existing dysfunction. In Field of Dreams, trusting that "if you build it, they will come" worked quite well for Ray Kinsella. But Ray was making a decision and taking a risk, limited to his family and his farm. The SEC is the overseer of U.S. capital markets, and the types of systemic changes we are discussing have the potential to affect all market participants, from Wall Street to the average citizen.
