The T3 Financial Crime Unit (T3 FCU), a joint initiative by Tron, Tether, and blockchain analytics firm TRM Labs, has frozen over $250 million in illicit digital assets in under a year since its launch. The milestone comes alongside the introduction of the T3+ program, with Binance joining as its first partner.
Launched in September 2024, T3 FCU works with global law enforcement to disrupt illicit blockchain transactions, targeting cases of money laundering, fraud, blackmail, terrorism financing, and other financial crimes. The $250 million figure more than doubles the $100 million seized in the first six months of operation.
The T3+ expansion will integrate exchanges, financial institutions, and industry players into a real-time intelligence network to improve rapid threat detection and response. Tron founder Justin Sun said the initiative aims to “expand the scope of collaboration across the blockchain industry to better address illicit activity in real time.”
Crypto Hacks Are Getting Faster — and Harder to Stop
According to blockchain analytics firm Global Ledger, over $3 billion in crypto was stolen in H1 2025. Some attacks saw laundering completed in under three minutes, while 30% of stolen funds were cleaned within 24 hours. The average time to move stolen funds was 15 hours, and in nearly a quarter of cases, the laundering was complete before the breach was publicly disclosed.
As a result, only 4.2% of stolen funds were recovered in the first half of the year. About 15% of illicit crypto passed through centralized exchanges, where compliance teams typically have a 10–15 minute window to intercept suspicious transfers.
Debate Over Stablecoin Freeze Powers
While Tether’s and Binance’s ability to freeze funds could improve recovery rates, critics argue it undermines user sovereignty. Last month, Tether froze $86,000 in stolen USDt, sparking debate over centralized control versus security needs.
Tether CEO Paolo Ardoino emphasized the importance of collective action, saying, “Bad actors have nowhere to hide on the blockchain… only through collaboration can we build a safer, more trusted environment for users worldwide.”

초고속 해킹과 자금 세탁… 회수율 4.2% 불과
스위스 블록체인 분석기업 글로벌레저(Global Ledger)에 따르면, 2025년 상반기에만 30억 달러 이상의 암호화폐가 해킹으로 유출됐다. 해커들의 자금 이동 속도는 점점 빨라지고 있으며, 가장 빠른 사례는 3분 이내에 세탁이 완료됐다. 전체 자금세탁의 30% 이상이 24시간 이내에 끝났으며, 평균 이동 시간은 약 15시간이었다.
이로 인해 상반기 동안 회수된 피해 자금은 전체의 4.2%에 불과했다. 특히 약 15%의 불법 자금은 중앙화 거래소를 거쳤으며, 이 경우 컴플라이언스팀이 의심 거래를 차단할 수 있는 시간은 10~15분에 불과했다.
자금 동결 권한 논란
바이낸스의 합류로 T3 FCU의 해킹 대응 능력이 강화될 것으로 보이지만, 스테이블코인 발행사나 중앙화 거래소의 자금 동결 권한에 대한 논란은 여전하다. 지난달 테더는 약 8만 6천 달러 규모의 도난 USDt를 동결했는데, 이는 사용자 주권과 탈중앙화 원칙을 침해할 수 있다는 지적과, 반대로 보안 강화를 위해 불가피하다는 주장이 맞서고 있다.
테더 CEO 파올로 아르도이노는 “블록체인에서 범죄자는 숨을 곳이 없다”며 “글로벌 공동 대응을 통해 더 안전하고 신뢰할 수 있는 환경을 만들 수 있다”고 강조했다.
