By doing so, the price can only move within the small range. When retail investors buy up, his large amount of sell orders will prevent the price from raising. When the retail investors lose patience and cut loss by selling, his buy orders will buy in at low cost. This is a standard technique of market "making" a.k.a. manipulation. When the market goes downtrend, the buy orders will be removed which will lead to steep drop in price where he can again buy in at a even lower cost.
