02
What has changed?
On May 23, 2025, the U.S. Department of the Treasury's Office of Foreign Assets Control issued General License 25, authorizing transactions previously prohibited under the Syrian Sanctions Regulations and related regulations. This effectively lifted sanctions on Syria, allowing platforms like Binance to offer services to Syrian-resident users.
03
Will Binance change its user policy/Terms of Use for Syrian users?
Binance’s List of Prohibited Countries in its Terms of Use includes territories that are currently subject to US comprehensive sanctions. Shortly after OFAC’s announcement, Binance updated the List of Prohibited Countries to reflect the changes announced by OFAC that include lifting comprehensive sanctions on Syria. Binance is working to update its systems to lift restrictions on using and accessing Binance’s platform from Syria in compliance with applicable regulations.
04
Can Syrian residents now join Binance?
Yes. Access from Syria is no longer restricted solely based on the location. All users, regardless of where they access the platform from, are subject to the same compliance checks. Syrian nationals residing in Syria can now register and verify their accounts on Binance, provided they meet our KYC and compliance requirements.
05
Is this change permanent or temporary? Will my account be blocked again?
This change follows the General License (GL-25), issued by the US Treasury Department’s Office of Foreign Control (OFAC). We will continue to monitor regulatory developments and ensure our policies remain compliant with the applicable regulations.

Thank you for your patience while we complete this process.
08
How can I get started?
Visit the Binance website to create an account and complete the KYC process by submitting a valid government-issued ID (such as a passport, driver’s license or national ID). Once your account is set up, you’ll be able to start exploring and using all available products and services.
