Additionally, Massie pointed out another rule that mandates a one-day waiting period after the Rules Committee modifies a bill before it can be voted on. He expressed disbelief that the House voted to suspend the so-called 'same-day rule,' allowing the final text of the bill to be released just minutes before the debate began. The votes on the rule change and the bill itself occurred within hours of each other.

Massie referenced comments by Elon Musk, agreeing that lawmakers were unaware of the bill's contents until the night it was passed. Several other representatives have also voiced similar concerns about the legislative process.
