In October 2025, the French political party Union de la Droite Républicaine (UDR), led by Éric Ciotti, introduced a legislative proposal to create a national strategic reserve of Bitcoin (BTC), dubbed the “digital gold” initiative. The bill calls for acquiring roughly 2 % of Bitcoin’s total supply (around 420,000 BTC) over the next 7-8 years. (getblock)

Funding sources include state-led BTC mining using surplus nuclear and hydro-electric power, retention of confiscated crypto assets, and allocation of a portion of popular savings instruments (like Livret A and LDDS) for daily BTC purchases.

Additionally, the bill promotes euro-denominated stablecoins for everyday payments and seeks to block the development of a euro-zone central bank digital currency (CBDC). Though ambitious, the proposal faces steep odds since the UDR holds only 16 of 577 seats in the French National Assembly.
