Anyone knows who this 0xbabe777 is/what it's doing?

It's making a ton of swaps via swap aggregators (0x, Odos, Kyber) at a high frequency. The swap routes are usually quite complex.

My intuition is it's somehow doing arbs, but strangely it sends the output directly to coinbase
