Patiently waiting for the U.S. government to reopen, liquidity will only return then. The latest news is that the U.S. government has been shut down for 37 days, tying the record for the longest government shutdown in U.S. history. Why is it shut down? It's because the U.S. Congress has "not passed" the fiscal budget or temporary funding bill, with the two parties having differing views and significant disagreements; one side says this, the other that, and with Congress not in agreement, funds cannot be allocated, resulting in the government shutdown. After the government shutdown, the country still needs to operate. The Treasury Department continuously needs to raise funds to maintain the government's daily expenditures, and in the past two months alone, it has withdrawn nearly $700 billion in cash from the market. This large-scale "capital absorption" by the Treasury has directly led to a depletion of liquidity in the banking system. The reserves of banks at the Federal Reserve have dropped sharply to $2.85 trillion, the lowest level since early 2021. With banks short on funds, the supply of money in the market decreases, leading to tight liquidity. At this time, interest rates will rise conversely; for instance, the secured overnight financing rate (SOFR) surged by 22 basis points to 4.22%, marking the largest increase in the past year. Meanwhile, the Federal Reserve's interest rate on excess reserves remains unchanged at 3.9%, widening the spread between the two to the highest level since the market crisis in March 2020... Theoretically, the recent rate cuts by the Federal Reserve were intended to lower the cost of financing, but now with the Treasury "absorbing capital," it's akin to a rate hike. With this back and forth, the market has overnight returned to a state of stagnation... the rate cuts feel meaningless. Early morning BTC breaks through 65000? Not a conspiracy, just two funding siphons at work At 00:30, my phone was shaken awake by community messages — BTC plunged sharply through the 65000 mark, with a screen full of questions asking “Who is dumping?”. In fact, there is no conspiracy, nor was there a sudden black swan event; it was just two “funding siphons” that got activated together. The first is the U.S. Treasury's “bond siphon”. To fill the funding gap in the TGA account, the Treasury overnight sold 163 billion in government bonds. This means investors have to shift over 170 billion in funds from risk asset pools to purchase government bonds. BTC, as the “leader of risk assets”, had its liquidity directly drained, and naturally, the K-line couldn’t hold up. The second is the Federal Reserve's “expectation siphon”. Federal Reserve official Goolsbee suddenly poured cold water in the early morning: “Inflation hasn’t reached the target, don’t even think about a rate cut in December.” As soon as this statement came out, short-term funds betting on rate cuts panicked, closing positions which triggered a “long liquidation”, and BTC, already lacking liquidity, was hit even harder, with CME rate cut probabilities dropping from 70% to 45%. But no need to panic, this wave of “bloodletting” is a short-term pain: once the U.S. government shutdown turmoil passes and the TGA account is replenished, the drained funds will gradually flow back to the market; If the Federal Reserve eases RRP operations next week, the supply of U.S. dollars in the market will also become abundant.
