According to the report from the UN human rights experts, the attacks—at least six so far, with dozens of dead—took place outside the scope of a declared armed conflict and without due legal process.

The High Commissioner for Human Rights, Volker Türk, demanded that the U.S. immediately stop these attacks, open independent investigations, and make transparent its criteria for action, as the use of lethal force is only permitted when there is an imminent threat to life, which has not been demonstrated in these cases. The operations promoted by Washington to combat Latin American drug cartels have raised alarm in the region, calling into question the sovereignty and legality of such actions.
