On that DEX, it really was $0.10, but bots and early investors bought it within seconds.
The price skyrocketed to over $3 before Binance even listed it.
So when you arrive on Binance, the price is already 20x higher or more.
Even if you buy "at launch" on Binance,
you will never get the $0.10 price.
That price was reserved for those who were in the right place (on a DEX) at the right time.
